Geoinformation in Europa


Die EU hat erkannt, dass die Verfügbarkeit relevanter standardisierter Geoinformationen eine maßgebliche Vorraussetzung für das effiziente politische Handeln der europäischen Union ist.
Wie die europäische Kommission im "Green Paper on Public Sector Information in the Information Society" feststellt, ist der Zugang zu Informationen der öffentlichen Hand generell zu verbessern.
Es befassen sich von insgesamt 36 Generaldirektionen (DG) innerhalb der EU folgende sechs unmittelbar mit dem Thema Geoinformation:

  • DG Umwelt
  • DG Informationsgesellschaft
  • DG Energie und Verkehr
  • DG Landwirtschaft
  • DG Forschung
  • DG Fischerei

COGI: Das Koordinierungsgremium innerhalb der EC für Geoinformationswesen COGI (Interservice Committee for Gerographical Information within the Commission) ist eine Initiative der DG Informationsgesellschaft und des statistischen Dienstes "EUROSTAT" der europäischen Union

EGIP: Desweiteren wurde das Forum "European GI Policy Development" (EGIP) eingerichtet, welches sich nicht nur mit GI-fachbezogene Aspekten, sondern auch mit der Zusammenführung nationaler Politik und Initiativen zu Public-Private-Partnerships durch z.B. das Projekt Panel-GI befasst. Es soll eine Perspektive für eine europäische GI-Gemeinschaft sowie Förderung und Aktivierung des GI-Marktes geschaffen werden

INSPIRE: Zur Koordinierung der Aktivitäten und für eine verbesserte Nutzung von Geoinformationen auf europäischer Ebene ist die Initiative "Infrastructure for Spatial Information in Europe" - Inspire, der EU - Kommission zuständig. Diese Initiative bereitet eine europäische Rechtsnorm vor die den Aufbau einer europäischen Geodateninfrastruktur (ESDI) durch Nutzung nationaler Geodateninfrastrukturen der EU-Mitglieder regeln soll (siehe auch Thema des Monats 07/2003 im Archiv)

Public Sector Information: Die EU-Kommission hat zudem die Direktive erlassen, dass die Weitergabe, Nutzung und kommerzielle Verwertung von Informationen des öffentlichen Sektors einfacher geregelt werden sollen: Proposal for a Directive of the European Parliament and of the Council on the re-use and commercial exploitation of public sector documents

Eurogeographics: Zur Zeit sind 35 nationale Vermessungsverwaltungen Mitglied in der Organisation "Eurogeographics". Gemeinsame Projekte wie z.B. einheitliche Datenbanken im Maßstab 1:250 000 (EuroRegionalMap) und 1:1 000 000 (EuroGlobalMap), sowie eine europäische Datenbank mit Verwaltungseinheiten bis zu Gemeindegrenzen (SABE).
Die BRD wird in Abstimmung mit der AdV durch das Bundesamt für Kartographie und Geodäsie als aktives Mitglied vertreten.
