Spatial Data Infrastructures in Europe : State of play 2011

The 6th edition of the State of Play reports covering  the period 2010 - 2011 has been published.

This is the last study of a series that over the years has followed the developments of INSPIRE related activities in Member States. It has provided important insights and also this last study reports on important developments.

The 6th edition of the State of Play reports covers the period 2010 - 2011.
As for the previous editions, the objective of these reports is to describe, analyse and assess the status of National SDIs, this time for 34 countries in Europe.

INSPIRE and Environment: Enlargement and Integration Action Workshop

The INSPIRE and Environment: Enlargement and Integration Action Workshop will take place during the INSPIRE Conference 2012 on 25th June 2012 in Istanbul.

The workshop is addressed to environmental communities of the West-Balkan region and Turkey to transmit the experiences and the lessons learnt in SDI implementation in the in fields of land administration, cadastral and topographic mapping and sharing good practice examples in environmental fields related to Protected sites, Environmental monitoring facilities, Bio-geographical regions, Habitats and biotops, and Species distribution INSPIRE data themes.

In frame of the "Enlargement and Integration Action" eligible persons may apply for specific support comprising conference registration fee and/or travel reimbursement. Nominations from national authorities (one per country) are accepted from the West-Balkan region and Turkey. The rest of the available support grants will be assigned based on the quality of abstracts submitted in line with the generic requirements of the conference.

INSPIRE Conference 2012: Call for papers

The INSPIRE Conference 2012 will take place from Saturday 23rd – Wednesday 27th June 2012 in Istanbul, Turkey. The theme of this year's edition is "Sharing environmental information, sharing innovation".

With the introduction of the INSPIRE Directive 2007/2, the policy landscape for sharing environmental information has changed drastically. The Commission Communication on the Shared Environmental Information System (SEIS 2008) and follow-up activities at national and European levels have further helped to cultivate a new vision for a coordinated framework for the implementation and monitoring of environmental policies. The governance, content, and supporting technologies are the three pillars with which this vision can be consolidated and implemented.

The aim of this year's INSPIRE Conference is therefore to look at how innovations in these three areas have further shaped the landscape of sharing environmental information.

The call for papers reflects the three pillars: Governance, Content and Technologies.

In particular, as 2012 is the European Year for Water, we are interested in receiving submissions relating to Water (Water Framework Directive, Plan Bleu, EEA Water Watch, Blue Carbon…)

6192 comments on INSPIRE Data Specifications

The INSPIRE Team would like to express our appreciation to the 160 organisations  from 20 countries that responded to the recent consultation on the INSPIRE Data Specifications for Annex II and III and the organisations that participated in the testing of the specifications. 

The INSPIRE Thematic Working Groups are now in the process of addressing all 6192 comments submitted during the testing and consultation and in parallel they are analysing the 62 testing reports.    A description of the actions taken for each comment will be published on the INSPIRE site with the next edition (3.0) of the Data Specifications.

Less than one month to comment on INSPIRE Annex II and II data specifications

A gentle reminder that there is less than one month before the close of the INSPIRE Annex II and III Data Specifications consultation on the 21st October 2011.

Please note that on the 26th August some changes  were made to the Data Specification on Geology – Draft Guidelines  and to INSPIRE Annex II&III GML Application Schemas. Please ensure that you have downloaded the latest versions.

In June the INSPIRE Thematic Working Groups (TWGs), Data Specifications Drafting Team and INSPIRE JRC Data Specifications Team  finalised the draft Data Specifications of the Spatial Data Themes referred to in Annex II and III of the INSPIRE Directive. Their work is now available for public view and consultation by the INSPIRE Stakeholder Community as draft Guidelines .

Based on all the comments received, the INSPIRE TWGs will issue a new version of the Data Specification – Draft Guidelines, while the European Commission will prepare the amendment proposal for the Implementing Rules on interoperability of spatial data sets and services, which will be submitted for opinion to the INSPIRE Regulatory Committee in 2012.

Stakeholders are invited to comment on the following documents and files:

  • Data Specification on INSPIRE Annexes II and III – Draft Guidelines
  • Proposed updates to the Generic Conceptual Model and Encoding Guidelines
  • D2.9 Guidelines for the use of Observations & Measurements and Sensor Web Enablement-related standards in INSPIRE Annex II and III data specification development
  • In addition, for reference, the UML data models will be provided in different formats and views at http://inspire.jrc.ec.europa.eu/index.cfm/pageid/2/list/datamodels
  • The consultation is open until 21 October 2011

Call for Facilitators and Editor for Thematic Working Groups:

Call for Facilitators and Editor for Thematic Working Groups

The INSPIRE Team is looking for facilitators in 3 thematic fields and editor in one thematic field of INSPIRE Annex II and III Data Specifications.
 
The purpose of this announcement is to solicit prospective candidates to apply to the role of
a) Facilitator of one of the following thematic areas:


  • Energy resources
  • Human Health and Safety
  • Environmental Monitoring Facilities
b) Editor within the “Bio-Geographical Regions – Habitats and Biotops – Species distribution” area

The role of a facilitator is to provide technical guidance and assist in the organisation of the data specification activities that take place in one of the Thematic Working Groups, while the editor prepares the UML schema and documents the data specifications according to the agreed pre-defined format. More information on the terms of reference of facilitators and editors is available in the Terms of Reference.
 
The “Energy resources“, “Human Health and Safety”, “Environmental Monitoring Facilities”, and “Bio-Geographical Regions – Habitats and Biotops – Species distribution” Thematic Working Groups started their work in April 2010 and are expected to deliver v3.0 of the data specification in February 2012. The Facilitators and the Editor will take up their duties upon the signature of the contract and shall participate in the tasks described in the Terms of Reference.
 
Only experts that are already registered in the Cordis DG RTD EMM database  and have an EMM number (proof of their registration in the EMM database) can be appointed. The terms and conditions of the EMM database apply.
 
Interested experts are encouraged to register in the Cordis DG RTD EMM database. They should flag that they are available as a “reviewer”, use as freestyle keywords the terms “INSPIRE spatial data harmonization”, and send an email to inspire-info@jrc.ec.europa.eu with a short motivation letter, indicating the duty and the thematic field they are applying for, the EMM number, and the EMM CV.
 
The selection of experts will be done based on their expertise described in their CVs in the Cordis database. The first screening of the database will take place on 26 September 2011.
